Digital Agricultural Knowledge and Information System (DAKIS)

„Agrarsysteme der Zukunft: DAKIS – Digitales Wissens- und Informationssystem für die Landwirtschaft“

The aim of the Digital Agricultural Knowledge and Information System (DAKIS) research project, which has been approved by the Federal Ministry of Education and Research, is to secure the future of agriculture under the challenges of climate change, food security, sustainability and economic efficiency. The existing and expected potentials of digitalisation including robotics in the field of future-oriented agriculture are to be researched and the information/knowledge gained is to be integrated into a holistic, digital information and decision support system (digital platform). In this way, agricultural land use in the context of multi-layered interests with ecosystem services and biodiversity can be brought to greater harmonisation. In this context, instruments are being developed to optimise the support of agricultural planning, production and marketing processes within the framework of farm management. Prof. Dr. Ines Härtel is responsible for the significant legal frameworks and implications of this innovative concept. Central legal references are agricultural law, agri-environmental law, agri-digital law - de lege lata and de lege ferenda.

Multimodality in Risk and Crisis Communication (MIRKKOMM)

The European University Viadrina is involved with the Research Center for Digital Law in a large-scale research project that examines communication by health care institutions in times of crisis such as the Corona pandemic.

How do citizens want to be put in the picture by authorities and the media in times of crisis? How well are they reached by messages from health care facilities? How can information be disseminated in a way that is at once understandable, effective and credible? The research project "MIRKKOMM - Multimodality in Risk and Crisis Communication," which began work on October 1, 2021, and is coordinated by the Federal Institute for Risk Assessment (BfR), is concerned with such questions. The project is being funded by the German Federal Ministry of Education and Research with around 2 million euros over three years in the "Research for Civil Security 2018 - 2023" program.

One focus of the research project is to examine the effectiveness of "multimodal" information offerings such as dashboards, brochures and novel video formats. Both the perspective of the "senders" such as authorities and the media and that of the "recipients" such as consumers will be considered.

Over the next three years, the project's questions will be answered by a team from media and communication studies, political science and law, as well as psychology and computer science, and supplemented by ideas for practical application. In addition to the Viadrina, the Federal Institute for Risk Assessment, the Karlsruhe Institute of Technology, the Technical University of Ilmenau, and the SRH Berlin University of Applied Sciences are involved. The scientific expertise is complemented by a practical partner, mecom Medien-Communikations-Gesellschaft mbH, a subsidiary of the German press agency dpa. The project is also supported by renowned researchers from the USA, the Netherlands, Australia and Germany, as well as by institutions such as the Robert Koch Institute, the Federal Agency for Civic Education and the German Press Agency.

From a legal perspective, the sub-project based at the Viadrina - Research Center for Digital Law - pursues two major goals with regard to the overall project. First, the legal framework for state crisis communication is to be identified on the basis of actual communication and its challenges. This is followed by the second major step of developing a central legal design for the communication of state institutions and scientific institutions in relation to each other and to the media and the public, as well as cooperation with the operators of social media. The sub-project thus supports both the instrumental and the symbolic-relational approach, because on the one hand, the selection and structure of crisis plans, forms of presentation, media genres, social media profiles or press releases will be considered from a legal perspective, and on the other hand, the design of messages with regard to specific target groups, in terms of trust, comprehensibility, unambiguity and efficiency will also be analyzed from a legal perspective.
